Mark Jay Raboin was born on Jan. 22, 1954, in Slayton, Minnesota, to the late John “Jay” Mark and Irene Helen (Baranowski) Raboin. He received his education in the Slayton Public Schools, graduating in the class of 1972. He then furthered his education at Jackson Vo-Tech, where he received his journeyman lineman certification.
