Officials with Black Hill Energy's Spencer district recently donated $4,000 to the Arnolds Park Police Department to help purchase a new bus for the region's High-Risk Entry and Arrest Team — or HEAT. The bus is equipped with a dispatch center and a negotiation space, and it will carry equipment and personnel to locations in need of the service.
